cmake: Automatically detect raspberrypi 4 #12159

Together with #12155, this fixes #12137 and makes building on Raspberry Pi 4 devices work fine. They're trying to make things more standard it seems.

Currently, Raspbian isn't arm64, which is why this uses armv7-a. Apparently they defaulted things to armv6 for some compatibility reason.
